Dodgy Balls

If you were to read the following, would you think that terrorism had struck again?

The police are still not certain if all the balls are out of circulation, and have asked Berliners to report any suspicious looking footballs immediately.

Rest assured, it hasn't. I couldn't help finding this somewhat amusing, malgré moi.
